Reporting to the Division Administrator (DA), the Finance Manager is responsible for budget planning and for day-to-day financial administration of the Division of Hematology/Oncology. The incumbent is responsible for key administrative activities that ensure the Division meets its financial goals. Manage, process, and prepare monthly financial reports, and will interact with principal investigators, divisional and departmental leaders, and other staff to ensure the success of the financial operations of the Division. The Division of Hematology/Oncology is a large and complex division, with nearly 60 faculty members, over 200 staff, and an annual operating budget of over $45m. Its financial portfolio is comprised of clinical revenue, sponsored projects, and a variety of recruitment, philanthropic, and other types of funding. It maintains close financial collaborations with several other divisions and departments, as well as with the Herbert Irving Comprehensive Cancer Center.

Supervise finance and accounts payable team and take hands-on role in recruiting, training, evaluating, and developing staff. Through thorough familiarity with the Division's clinical practice, grants, and other funding, maintain a clear picture of the overall funding status and strategy. Maintain thorough knowledge of aspects of funding such as budgets, recurring and one-time expenses, outstanding commitments, burn rates, and timelines for expiration/renewal. Assist the DA to ensure that funds are used efficiently. With the DA, oversee annual operating budget development and ongoing monitoring, incorporating information from clinical and other data sources. Ensure expenditures are made in compliance with institutional and sponsor policies. Review and approve routine expenses, such as supply purchases and equipment maintenance. Maintain thorough knowledge of institutional financial policies and procedures. Act as a liaison to other financial and support offices within the institution.

Prepare monthly financial status reports for review by leadership and/or faculty investigators. Maintain updated P&L statements for the Division and its programs, integrating revenue and expense data from clinical and non-clinical operations. Meet regularly with faculty to provide financial updates and provide insightful analysis/input. Manage charging of faculty and staff effort to correct funding sources. Manage payroll accounting and process payroll-related transactions. Working closely with the Grants Manager, provide financial figures for proposals, progress reports and other periodic reports on sponsored funding. As part of the pre-award process, advise the Grants Manager, faculty, and others regarding financial/budgetary considerations, such as impact of funds flow, indirect costs, and fringe benefits on budget projections. Work closely with the Grants Manager on new award setup and to set up budget and reporting systems to support grant monitoring.

Oversee administrative workflow to support timely and accurate implementation of the procurement process, including vendor setup; requisition, receipt, and payment. Manage large procurement requests from multiple labs and programs; work with DA to create efficient procedures and workflows. Oversee the use and reconciliation workflow of Pcards to ensure compliance. Manage travel reimbursement process. Determine allocations of charges and credits to be transferred or distributed among accounts, including regular funds flow transactions. Oversee preparation, review, and approval of internal fund transfers. Oversee year-end closing, develop new procedures and workflows, and assume approval authority and coverage of other duties during the DA's absence. Maintain continued familiarity with new institutional policies or new federal guidelines, and participate in professional activities growth opportunities.

Minimum Qualifications for Grade

Applicant MUST meet these minimum qualifications to be considered an applicant

Bachelor's degree in accounting, finance, or business, or a combination of a bachelor's degree with equivalent training and experience, plus four years of progressive related financial experience in a large complex organization, preferably in a healthcare or university setting.

Expert skill level in Excel required, as is strong familiarity with reporting tools, queries, and reports. Ability to manage and work effectively with complex financial systems, models, and methodologies; research and prepare comprehensive reports; plan, implement, and evaluate programs and services; and develop and maintain effective relationships with faculty, staff, and administrators at all levels. Excellent written/oral communication, interpersonal, and organizational skills needed.

Preferred Qualifications

MBA or MPH preferred. Supervisory experience is a plus. Knowledge of university systems a plus.
