We are actively looking for aContracts Manager to provide procurement and contracts management of a major Bridge and Expressway design/build project in NY City!
In this role, you willlead andexecute both procurement and contract management duties for public sector infrastructure and public works programs. This includes the solicitation and selection activities leading to the award of contracts for owner required services involving design-builders, contractors, consultants, suppliers and vendors, and oversight of these contracts post-award through the application of effective management and contract compliance practices.If you have a strong background in contracts management, design/build experience and enjoy interfacing with the client - this position is for you!
SPECIFIC RESPONSIBILITIES :
Leads the effort to develop appropriate procurement strategies for the type of projects, consistent with the owner’s objectives and goals in accomplishing the best value to the owner and to the public. Coordinates with the owner’s procurement and legal staff to define the procurement approach and processes leading to a successful award of a contract.
Manages the collaboration and coordination with program technical and management staff in developing the technical provisions and reference materials, providing clear and concise requirements, including risk allocation and mitigation requirements that are established through project development and risk planning activities.
Lead, and/or coordinate with owner procurement personnel and counsel to develop the expression of interest and qualification documents, including the establishment of qualification criteria, necessary to determine the list of qualified firms with the capacity and capability to deliver a project.
Performs reviews of project contract documents and establishes program guidelines, processes and procedures by which contract management and compliance practices will be administered by the program team over the owner’s contracted parties. Serves as the point of contact for the contracts team and coordinates the interface between the contracts management function and other technical, management and control functions of the program team on contractual issues.
Leads the early establishment of program communications and controls the document program activities and correspondence providing risk mitigation and support to the owner in defense of changes and claims.
Maintains a thorough understanding of contract formation practices and has working knowledge of contract terms and conditions for design and construction and design-bid-build contracts (including indemnification, insurance, damages and default language) to ensure compliance with contract obligations.
Regularly communicates and coordinates with owner and other agency staff to efficiently conduct contract management and administration practices and activities.
Provides leadership to the program staff in the administration of the contract. Collaborates with others to resolve complex issues involving contract interpretation, advice and recommendations in seeking timely resolution of issues.
Manages subcontract agreements related to the company’s provision of program management services, including the administration of all business and commercial matters associated with these agreements. Coordinate with the other program team members as necessary to properly administer subcontractor’s performance to the requirements under the agreements. Collaborate with other company departments to ensure compliance with corporate policies and procedures.
JD in Law or 4-year degree in Business Administration, Finance, or related field, and at least 10+ years of prime contract administration experience within a large international engineering and construction firm is required.
Prefer candidate with significant Contract Management experience on large civil Infrastructure programs. Experience on Transportation programs highly desirable.
Prefer candidate with design/build contracts experience
Requires a comprehensive knowledge of industry business practices and the negotiation of prime contracts. Incumbent must also possess strong written and oral communication skills, excellent interpersonal skills, and a working knowledge of PC software packages typically associated with contract administration. Must be capable of independently negotiating the most-complex contractual issues. Proven ability for managing and directing work involving complex situations.
